Counterterrorism obligations do not diminish the fundamental requirement to protect civilians. Allegations concerning who was targeted, and reports of civilian deaths and injuries, require credible, transparent and independent investigation. Afghan civilians must never be treated as expendable collateral. IHRF calls for respect for international law, protection of civilian life, accountability for any violations, and urgent de-escalation between Pakistan and Afghanistan.
