The response from India's top state-owned oil companies? "We have no surplus fuel available for export to you." Russia's war economy has degenerated into a tragic comedy: Russia exports cheap raw crude to India because sanctions blocked European buyers. Russia's own refineries get destroyed by Ukraine. Russia has to beg India to buy back that same oil as refined gasoline just to keep Moscow's cars running and regional tractors harvesting.
