He was pursuing something much bigger: a G3 format in which Russia, the United States, and China would position themselves as the three powers deciding the future of the international order. Now, according to reports attributed to The Wall Street Journal, Putin has proposed a trilateral summit with Trump and Xi Jinping — without Ukraine at the table. The proposal reportedly came during Putin’s October 9 conversation with Trump. No agreement to hold the summit has been announced. This is exactly the scenario I was analyzing in September. Ukraine is not just the subject of these negotiations. Its sovereignty is at stake. And Putin’s apparent ambition goes beyond Ukraine: he wants Russia recognized as one of the powers entitled to decide the fate of other nations.
