Het vernietigen van zijn eigen energie, handel en veiligheid. Sachs waarschuwde dat dit geen leiderschap is - het is zelfvernietiging. Slechts een paar regeringen, zoals Hongarije, Slowakije en Tsjechië, handelen nog steeds met enig realisme. De rest van Europa slaapwandelt een bredere oorlog in. En de tragedie is dit: Europa bracht ooit grote staatslieden voort. Nu produceert het bureaucraten, ideologen en sloganherhaalders - en de kosten zullen worden betaald in bloed, energiearmoede en geopolitieke ineenstorting. Dit is hoe achteruitgang eruit ziet.
